I am new to this server and started playing from yesterday.

but today, i don't know why but it doesn't allow me to log in.

Could you please give me an instruction what to do? 

Iam stuck at the login screen that comes up before character selection screen

me too.  I'm guessing the live server is being copied to the test server. but the server has been down for hours.  just try to log back in every now and then.  When it comes up the coveted christmas event will be live.  Woo Hoo.  

I was unable to log in the server status light for both test and live are showing red, so the update must still be in progress.
