You have to obtain all the chapters from the Supreme Court Justices in Lastabad.  It is a "fid" weapon.  The justices are heavily contested by players trying to make their own fid weapons, so crafting these weapons isn't something you can do solo, i.e., chapters are a pledge hunting activity.
