If you mean to yell you need to use !! (thats two !) at the beginning of your message in order for it to register as a yell.
If you mean global chat, you need to be level 30+ and use & at the begining of your message.

We all do enjoy knowing when people are caught and punished.

I don't think these classes are suppose to have high hp caps...just my opinion though.

Just wondering about the Newbie ToS/CoD areas, last I was there the monsters (at least in ToS area) hit hard for (imo) for new players. Was there damage altered at all?

No problem with it, you pretty much nailed it Charles. Don't RPK/CoI Gank and you wont have to worry about it.
