Am I correct that I can keep adding points to con + wis to lets say 23 and start with str / dex after to get max hp/mp and later on strength / AC?

I am new on this surver, and was planing to first add con and wis to my character and then de-lvl and go up again. But I heard this doesnt work anymore. Is this true? It would be kinda sad to wast that much time.
