To Hit vs Evasion/AC

What is of particular interest to me as I'm trying to determine my final build goal before candling/deleveling is how your Hit value is determined, and perhaps more importantly what that is compared against.
The chart referenced above gives you all the info you need to figure out your Hit (as well as Evasion Rating).
My two questions are this:
-when attacking with a bow, what is the Hit value compared against?
-when attacking with a melee weapon what is the Hit value compared against?
I'm more interested in the first question than the second. Say I'm a level 72 Elf with (after buff) DEX of 24 and STR of 16. I have a Hit of 56.4 plus half of any weapon bonus & enchant level. Add to that bonuses from armor, starting stat bonus, dolls, food, other buffs, etc. Once I have that final Hit value, what is that number compared against to determine if I hit my target?

If you are... Let's say... DEX elf... The only thing that will make you miss shots is ER.
Striker's gale and problem solved.
You might be missing some arrows on Knights with -100+ AC, but if you are targeting those with arrows as elf, well...
