Yeah it's either 3am or 4am depending on summer time or not, it's 4am for me, could be different for you :)

I think the servers changes the hour too. I live in spain that is GMT+1, and we have a exact 6 hours of difference to east time, and we have changed from winter to summer time and the difference has mantained, because they changed too.

Major countryes of Europe uses Berlin time (GMT+1) only GB, Portugal and Canary Islands uses GMT and some east countryes and Greek uses GMT+2, so I think it's more accurated put the time at 3:00 AM.
