Noob ToS is going to give you as good exp as Giran Prison, and much safer to hunt.  Plus you get the karma to start working on your earrings.

2) Items

You're definitely going to want a Thebes bow for the INT based proc.  Purchase from other players for 14-16 mil. Alternative to buying: hunt for fragements of time inside the crack of time and make cracked nucleus, then buy locked high grade thebes treasure boxes from players for about 100k adena each and unlock with cracked nucleus.

For helmet, I would just go with Helm of Magic Resistance(HOMR) for now.  There is a special vendor in Oren that sells them with a random chance of enchantment from -2 to +7.  Cloak can be whatever you can find, cload of protection is higher AC, cloack of magic resistance is higher for MR.

Ancient Leather Armor for chest slot: ask around and you should  be able to get the (sealed) forgotten leather armor for very little or free, buy Ancient Scroll (2 mil-ish) and unseal it in Ivorty Tower (3rd floor?).  

Elven t-shirt you can craft and is best option for AC if you didn't make an event doublet.

Fill in other armor slots with whatever maximizes your AC.

Down the road:

Start working on an Assassin King set:  Boots of the Dread King, Gloves of the Assasin King, Dark Queen Robe, Cloak of the Arcane King.  This is an expensive set, but has very good AC and nice health/mana regen, worth it in my opinion.

3) When to Delevel?

I would say level 65 so that you have enough stat points for starting con/wis and still enough INT/DEX to relevel effectively.  INT elf build is hard IMO, the tradeoffs are tough to reconcile due to low starting stat points and four important stats (CON/WIS/INT/DEX).
