What's best weapons for dragon knight? 1st 2nd and 3rd?

Chainsword of Cold its the best, collapsed one's second, wind axe for lvl I think

Does COLD Chainsword require you to switch to INT?

And if you need switch to INT, don't you lose a ton of dmg on regular swings?

Destructor's Chain is silver, great for GP.  I would say if you want to speed level, that is more effective than Wind Axe.

Cold chainsword does not require an INT swap. Proc adds roughly 20-40 dmg and foe slayer can and does trigger it.

How to get cold chainsword? Can it be crafted? Boss drop? Price?

Always start with looking at the item in the database first, for a lot of items some of the older sites like linkore have guides on creation. This is a little different however so I'll do a short guide.

You get a sealed Cold chainsword or Kiringku from Ice Queen/Ice Demon. You can go after Ice Demon/Ice Queen via (edit this NPC name in when I get home. It's like kraus or something) in Oren town who will port you into the Ice Queen's lair. You then take this to (an npc who's name I don't remember) to have it unsealed, he will give you your finished weapon. As is normal for most weapons it's safe to +6.

These bosses are camped all the time, you Go to be lucky of see it lol

Can collapsed chain sword be crafted? If so at what NPC and what ingredients are needed?

There is a blacksmith that crafts the collapse chain.  Cost about 2m of mats (RDS)
