TOI itself is pretty boring especially if you've been playing for years.  I feel the event brought back some interest especially the EXP part of it so that it can diversify EXP spots outside of Giran Prison.

My suggestion is:

- Remove the TOI battle plan reward system, or implement a lesser reward system.

- Keep the EXP and 2hour refresh on bonus floors, or potentially increasing exp earned to further incentivize

I love hunting 20F, 30F, 40F, 70F but the exp just doesn't stack up to GP, so when I have time, I always just go to GP for EXP.  

To me it seems like this should be a staple rather than an event.  We can have town raids as events, the TOI bonus floors should be a permanent server feature IMO.

I have something of the sorts planned in my head for the near term. I am introducing feathers soon.. one thing I've been thinking about.. is that there could be bonus 'hunting zones' that change dynamically like you suggested. Instead, however.. it would change between bonus exp, bonus adena, bonus feathers.. etc.. to give some variety and keep it fresher.
