voted yes, we should try to foster and encourage group play its an MMO not a single player RPG. the only downside is maybe powerlvlers but thats kind've already happening so the normal/friends/people that want to have fun are being punished for the acts of those people

If I am not mistaken, there is in game an XP bonus for party hunt (At least was so in LoA, not sure if it was a code customization). Also if you hunt with royal.

there is some short of party bonus but its something like nearly halving current xp in a 2man party (maybe I get 55% instead of 50% of the mob xp)

- The problem I see is when you are hunting in party the xp get divided, but the number of mobs you can kill usually don't get doubled for 2 reasons:
If they are "weak mobs" (mobs you can kill easy solo too) usually the respawn-cycle slows you making hard to get more xp than playing solo.
If they are "strong mobs" (mobs you need help or is a waste of resources making non-profit hunt solo) usually you are limited because you can't kill as fast as usually solo leveling mobs and you are limited too for the respawn-cycle because hard places don't have insane spawn.
As I said in the previous post about boss camping, seems that lineage is very focused in solo-play (that I understand because all people likes to has the oportunity to move and hunt around Aden) but on the other side, is a MMORPG and it should be more focused on party playing (because the fun part of a MMORPG is play with your friends to get achievements.
So my suggestions:
Increase more the XP on party hunting to the members inside the party/screen.
Make some places more focused in party hunting (I have some places to suggest see below) increasing the number of mobs, increasing a bit the xp they give and reducing in that place choosed for party-hunting a bit the respawn cycle.
Suggested places to create party hunting:
Ice Caves:
Ok, Ice caves is a forgotten place of the game, people don't hunt there, so it can be a good option to revamp that place and make a party hunting place. We have there melee and ranged enemyes, not all of them are fast, and we have 2 potential bosses to make them a bit stronger making more funny the party hunting if you find them. And as you know, when the bosses spawn they kick you, so it can be a nice competition run to get fast the boss before the enemy gets. The problem I see is the drops from mobs are a bit cheap, probably they will need drop better to make interesting the party hunting.
Lasta:
Lasta is a good candidate too, the problem is many people hunt in some floors solo. The pro, is if you get down you have bosses again to make interesting the race until down. Lasta has a big mob ratio, and I think it is a good option to party hunt that not needs many revamps. Probably an adjustement with the xp you get hunting in party should make lasta a great place to have these kind of hunts.
Ant Caves:
Again no ones hunt in this caves so it should be great to have a revamp here making worth the party hunting. We can have superstrong ants, that hits harder and are not easy to solo-kill, and just adding some stuff more it will be great, the nice part of that caves is they are wide and easy to move in party there.

I voted yes, because the idea is good. But, there are some pitfall traps there. Like multi-client afk XP focus-farming.
The idea is good. The implementation difficult.
There is a lot of social-influence around "rewarding". I am myself a pretty sick power-leveler, and still, I rarely say NO to a party hunt. Hunting with friends in discord/TS is per se a reward.

I'd say no. There are a million other MMORPG's out there that are party-focussed. I always liked Lineage 1 because you can achieve almost anything solo, you are not forced to party to get more exp/loot, this concept is very unique in the world of MMORPG. Also, people will just exploit party exp by dragging a dummy character along when hunting. Let's not customize this server too much, mmmkay?

this isn't about turning the game to be group play enforced, it would still be better to solo (you get full loot, better xp) its about not completely removing and demolishing party play in the XP sense. why is an MMO punishing party play? also FYI they also put this change on the LIVE servers while it was up, sure solo was better XP but party wasn't to the point where it was a near 50% hit to your xp/hr

This version of lineage with current population has almost 0 player interaction. Why not change it to be atleast slightly better for those who want to play with other people?

Changes can be good, changes can be bad, but changes are needed or the game becomes boring.
Why Lineage died in US? Because they stoped to add content in a large period and too much people got bored and left the game.
So changes are needed. I'm not asking to add a major change like new content, with new sprites, new items, new character balance. I'm asking (and I think some of here too) to change some things to make more interesting the game. Inside that "change suggestion point" each one of us has a opinion, some will ask for just a slight adjustments, some of us will ask for great changes, but the nice part of this is each one of us can contribute in this forum to find a common point to adjust the game.
As Darkjustice said, is hard to find a good solution to avoid explotation of multi-client or just to implement.
I'm more of the opinion to revamp some of the zones that are forbidden now, because people has levels that makes a non-sense to hunt in that places, like I said in crystal caves, or ant caves, or even elven caves. Where actually don't has any sense go there to hunt.
For me more options or places to hunt = more fun. More group hunting = more fun.
But making some adjustments, don't implyes make that places better that usual ones, we can find medium terms.
Following the example that I writted before:
1. We can increase the party xp that equals to 75% of the solo play, not just 55%. But to avoid powerleveling of a "shadow follower" adding a rule where the characters of the party need hit the target and do at least xx% of damage to get the party bonus depending on the number of players.
2. If a zone is revamped like the example of crystal caves:
Increase the difficulty of the mops and the xp to make it funny to hunt in party, but possible to hunt solo too (you see no one excluded). One example of a place like this is soe for me, you can go and hunt solo but it will be hard or you can go with friends making funny and easy.
Add interesting drops that don't break the game but make the hunt with the teammates worth: dais/zels, Gems, some rare drops: chain mails, banded mails.
Some special drops: Here my personal suggestion to make interesting go to hunt, add as very rare the quest items that you can buy in Oren Weapon shop adjusting the drop rate depending on the valor of the item. Creating a possibility to farm items more directly than buy in Oren shop. You can go and buy or you can hunt for them.
As you see this changes can make more interesting the game but don't break the game. And the difficult part to impliment is the rule for xp bonus. The other just need adjustments in the table.
